Elaine focuses her practice on matters affecting municipalities and their residents. Her broad representation includes land development, zoning, planning, land use, legislative drafting, municipal contracts, impact fees, public bidding, tax incremental financing (TIF/TID), ordinance enforcement and prosecutions, boundary agreements, employment and personnel matters, and proceedings before the Board of Appeals/Adjustment and the Office of Commissioner of Railroads. Elaine also provides representation for individuals in communities on land development, zoning and ordinance compliance matters so long as the matter does not present a conflict of interest for her or her firm.

Elaine serves as an appointed member of the City of Racine Plan Commission and is a Board Member for the Health Care Network, Inc., an organization that provides free or reduced cost medical and dental services through a volunteer network of 300+ health care professionals. She is a Board Member of Tempo of Racine, a professional women’s networking organization and is a founding member of the Young Professionals of Racine. Elaine has also served as a tutor at the Racine Literacy Council and was a prior Board Member for the Racine Literacy Council.

Elaine was born in Chicago, Illinois and grew up in a small farming community in Northern Indiana. After graduating from college, she relocated to Wisconsin. Prior to law school, Elaine worked as a legal assistant and corporate paralegal. During law school, she clerked at the Legal Aid Society and the Waukesha County District Attorney’s Office. After graduating from Marquette University Law School, she joined Hostak, Henzl & Bichler, becoming a shareholder in the firm in 2006.
